 1. Have your efforts to deal with illegal immigration in New Ipswich discouraged or encouraged action by legislatures and police officers across the state and country?

I believe that my actions, and those of Chief Gendron of Hudson NH, have had an impact on the recent legislation proposed in New Hampshire. I know that the State of Arizona proposed a Criminal Trespass law based on our actions. Unfortunately, most of the legislation proposed was defeated.

2. Do you support the Bush-Kennedy illegal immigration proposal?

I have not had the opportunity to read the entire proposal, but many have claimed that it is essentially an amnesty bill. The whole immigration debate will serve no purpose unless the first piece of legislation passed is to secure our borders. Once we have control of who is entering our country, we can then make a determination as to who is currently here and why.

Most of the illegal immigration issue would resolve itself with strict enforcement against employers. As long as there are employers willing to hire illegal immigrants, they will continue to attempt to gain entry into the United States.

3. In what ways does illegal immigration affect NH residents and what way can the state fight back?

New Hampshire residents are affected by illegal immigration in several ways. Wages are affected when employers elect to employ illegal immigrants at suppressed rates instead of paying legal immigrants or American citizens a fair wage. The only people who benefit from the employment of illegal immigrants are the employers who hire them.

Illegal immigrants are also driving without licenses, insurance, or any driver education training, which is a significant risk factor for the motoring public.

The biggest potential effect that illegal immigration has on New Hampshire residents is the fact that any person, who has entered this country by sneaking across the border, is essentially a "non-person". If we have no idea of who is here, we have no way of monitoring those who may pose a threat to our freedom.

4. With Presidential candidates coming to New Hampshire it seems nearly every day have you made any effort to express your opinions on illegal immigration to them as they pass by?

Unfortunately, none of the candidates to this point have made New Ipswich a campaign stop, and I have not been invited to attend any functions where the candidates have been speaking. I would welcome the opportunity to address the issue with some of the candidates. I hope that the illegal immigration issue will be a primary question asked of candidates when the visit New Hampshire.

5. As the Chief of a local police force do you believe that your office has the resources to deal with all of the problems that arise?

We are extremely understaffed, and have limited resources, but we have been able to make significant progress in policing the Town. I currently have five officers for about 5000 in population.

6. What do you believe are the greatest problems facing New Hampshire?

The State is seeing significant residential growth, primarily along the Massachusetts border. This will only increase with time as more people realize that New Hampshire is a safe and attractive area to raise a family. The current school funding issue is also another matter that needs to be addressed. I don't have all of the answers, but I do believe that our senior citizens should not be burdened with school portion of the tax rate.

7. How have other Chiefs of Police reacted to your actions?

Most police chiefs in New Hampshire have said nothing. Obviously, Chief Gendron in Hudson took a stand with me on the Criminal Trespass issue, but for the most part, the Chiefs of Police have remained silent and taken a position of passing the responsibility to the Federal Government to deal with the illegal immigration issue. A majority of the Chiefs of Police in New Hampshire are in positions where they are influenced politically and cannot or will not take a position that is controversial.

8. Now that significant time has passed since the arrests you made what do you think the lasting impact of the actions will be?

I think that eventually there will be another case that will go to the United States Supreme Court. I would like to see the Supreme Court rule on whether or not the States have the inherent authority to protect themselves.

9. As the Chief of a local police force what are the greatest challenges that you face on a daily basis? What policies, if any, would better enable your and other officer’s jobs?

As police officers, we spend a majority of our time resolving disputes. These may be disputes between parents and children, spouses, or neighbors. Normally, we make one side happy and one side unhappy, very rarely do we have resolution where both parties view us favorably.

10. There has been talk about you running for office, have you given the idea any thought?

I have been asked about running for office. I have always had an interest in working to make New Hampshire and the United States a better place. I have seven years until I' am eligible for retirement, and I will look at my options at that time. I would be proud to represent the citizens of New Hampshire in congress or the senate.

The reality though is that I was born to a middle class working family, and I will always stand up for what I believe in, I would take positions that I believed would be in the best interests of the people, not what big money influences want. History has indicated that those factors normally don't win elections. I'm not going to rule anything out right now. Seven years is a long time and a lot can change between now and then.
