House Leaders Statement on Passage of Bill Barring DHHS from Contracting with Planned Parenthood

House Leaders Statement on Passage of Bill Barring DHHS from Contracting with Planned Parenthood

CONCORD – House Speaker William O’Brien (R-Mont Vernon) and House Majority Leader D.J. Bettencourt (R-Salem) today offered the following statement on the passage of House Bill 228, which prohibits the department of health and human services from entering into a contract with any organization that provides abortion services and prohibiting the use of public funds for abortion services. HB 228 passed 207 to 147.
House Speaker William O’Brien
“The state should be sending a clear message that taxpayers should not be funding abortions, and this bill does just that. The majority of people agree that regardless of individual beliefs taxpayers should not be forced to contribute to the largest abortion provider in America when so many are diametrically religiously and morally opposed to the practice of abortions.”
House Majority Leader D.J. Bettencourt
“In these difficult economic times when we have been forced to deeply cut budgets, taxpayers should not be forced to fund any capable of funding themselves. In 2009, Planned Parenthood reported a profit of $21.7 million. In 2010 they reported a profit of $5.6 million. They claim economic hardship has forced them to turn away patients in need of prescriptions, yet their CEO last year made three times the salary of our Governor. The organization also spent nearly $700 thousand on public affairs, over $151 thousand on lobbying legislators and almost $450 thousand on ‘improving their branding.’ They even had enough money to transfer more than $200 thousand over to their Political Action Committee.”

NH House Leaders Blast Decision by Federal Government, Lynch Administration to Give Funds to Planned Parenthood

CONCORD – House Speaker William O’Brien (R-Mont Vernon) and House Majority Leader D.J. Bettencourt (R-Salem) today offered the following statement in response to the federal government and Lynch administration’s decision to bypass the Executive Council and award funds to Planned Parenthood of Northern New England.

House Speaker William O’Brien

“It’s certainly very disappointing that the federal government would step on states’ rights and usurp the authority of the Executive Council by commandeering these family planning funds and handing them to one provider in a sole source, no bid contract.  It’s clear that New Hampshire policies and traditions mean nothing to an Obama Administration that is fixated on delivering a liberal agenda and providing handouts to special interests that support the President.”

“Furthermore, it’s also unacceptable that the Lynch Administration failed to find other vendors to provide family planning services once the Council made abundantly clear that Planned Parenthood was not an appropriate place for the state to spend taxpayer money.  The idea that the state could not find another group to do the work is a slap in the face of the Executive Council and speaks very poorly about the state’s contracting policies.  If Planned Parenthood had gone out of business, how would the Lynch Administration have provided these services?”

House Majority Leader D.J. Bettencourt

“Once again, the governor, who claims that he also represents Republicans and Independents,  has proved that he is beholden to liberal special interests.  All along, we have known that Barack Obama is the most liberal President in history, but Governor Lynch has now sent a clear message that he is no moderate and is just as concerned with protecting a left-wing agenda.  His Administration’s effort to avoid finding an appropriate replacement for Planned Parenthood shows that he is just as beholden to liberal groups as is President Obama.”

Says Amount of Current Spending by PPNNE for Administrative Costs and Other Areas is Obscene

CONCORD, NH – Yesterday, by a vote of 3-2, the Executive Council rejected a contract worth almost $2 million for Planned Parenthood of Northern New England (PPNNE).  Voting in favor of rejecting the contract were Councilors Wheeler, Wieczorek, and St. Hilaire.

Commenting on the rejection of the contract was Cornerstone Director, Kevin Smith:

“We applaud a majority of the Executive Council for scrutinizing every penny of tax-payer dollars by rejecting the contract for Planned Parenthood.  The taxpayers have made it very clear that they do not want one cent going towards the funding of abortions, either directly or indirectly. Not to mention, it is obscene how much of PPNNE’s current revenue of $18 million is earmarked for things like overhead costs, salaries, marketing, and public policy advocacy.  New Hampshire women deserve better than a “non-profit” that would deny women health services because they value administrative costs and political power above patient care.”

In their most recent Annual Report from 2009, PPNNE reported that of their $18 million dollars in revenue, $3,126,841 (or 16.9%) was spent on general and administrative costs, public policy advocacy spending was $714,877 (or 3.9%), over $597,000 (or 3.2%) was spent on marketing and communications, while $568,397 (or 3.1%) was spent on fundraising.
