Office of Congresswoman Shea-Porter - Shea-Porter Pushes for Heating Help in Second Stimulus

Washington, DC – In a letter to Speaker Pelosi today, Congresswoman Carol Shea-Porter joined with several of her House colleagues to support the inclusion of funds for affordable housing providers to offset the high cost of energy.

Dear Speaker Pelosi:

As you complete your work on the composition of your planned second economic stimulus legislation, we would ask that you consider the integral role of affordable housing providers across the country that house millions of Americans and include $500 million to close the gap in their operating budgets created by the high cost of energy.

As you may know, many providers of affordable housing assume the cost of heating and other utilities for their residents but are not eligible to receive Low Income Home Energy Assistance Program (LIHEAP) subsidies. This year, providers can expect to face fuel costs close to double what they paid last year. Without assistance this winter (which their residents would likely receive were they not benefiting from a housing program), providers will face a squeeze in their operating budgets that could limit their ability to heat their units, maintain their housing stock, and provide services to low-income families. Affordable housing providers view this as a crisis without precedent.

Funds provided by Congress should be distributed to the states based on the expected need of affordable housing providers to pay costs associated with heating, and with factors such as average heating fuel consumption and the number of affordable housing units not eligible for assistance under LIHEAP in mind. In order to receive funds, states should be required to develop and submit public plans guiding the distribution of funds for the purpose of providing operating subsidies to affordable housing providers impacted by the rising cost of heating fuel.
