NH GOP - This Week in NH Politics: Working to Replace 1 for 67 Shaheen

No matter where we work - at an office, at home, or elsewhere - most Granite Staters wake up every morning and work hard every day.  If we failed to accomplish more than 1 out of 67 tasks, we wouldn't expect to receive a paycheck any longer.  Apparently, Senator Shaheen doesn't hold herself to that same standard. In her sixth year in the United States Senate, she has failed to pass 66 out of 67 pieces of her own legislation. And the one she was able to pass? Renaming an air traffic control center.

Millions of Americans are searching for work, healthcare costs are skyrocketing, our national credibility is being questioned by our friends and allies abroad, and our kids are facing trillions of dollars of burdensome debt. But at least a New Hampshire air traffic control center has a new name.

Our state deserves a Senator that will work hard to help solve the issues we face every day. We deserve an effective, solutions-oriented Senator. We deserve a Senator that will uphold the Granite State's proud tradition of leadership, problem solving and results.

Thankfully, Senator Shaheen is up for a performance evaluation. She's looking for another term, but New Hampshire residents know we can do better. In November, we'll be able to replace Senator Shaheen with a hardworking, responsible Republican.

The New Hampshire GOP is hard at work this election year to send good Republicans to Concord and Washington. Several of our county committees have exciting events coming up. The Belknap County Republican Committee will be having their Annual Lincoln Day Sunset Dinner Cruise on May 30th, and the Hillsborough County Republican Committee will be holding a raffle in honor of the 2nd Amendment. Please take a look at some of the other events below, and as always, you can find a full list of events online.

Thank you for all that you do for the Republican Party. It's going to make all difference this November.

Best wishes,

Jennifer Horn

New Hampshire State Committee Chairman Jennifer Horn released the following statement on Governor Hassan's Executive Order directing a freeze in generally funded hiring, equipment, purchasing and out-of-state travel:

"Today, Governor Maggie Hassan demonstrated once again that she is incapable of effectively managing state government. During her first six months in office, Governor Hassan ignored the hiring freeze imposed by Governor Lynch, and granted every single hiring waiver that was requested of her, 187 in total.  Today's decision to issue a new hiring freeze is the height of hypocrisy and a desperate political stunt designed to distract from her reckless management of state finances.  Her grossly ineffective record as Governor is evident, and New Hampshire residents look forward to replacing her with a fiscally responsible Republican this fall."

Governor Hassan Ignored the Spending Precedent Set by Governor John Lynch

"A hiring freeze put in place five years ago by Governor John Lynch is doing little to prevent state agencies from filling their vacant positions, as the Governor's Office has issued 436 waivers so far this Fiscal Year. Governor Maggie Hassan has not denied a single request to waive the hiring freeze in her first six months in office. (New Hampshire Watchdog.org, 6/13/2013)

Re: Shaheen's Stunningly Ineffective Legislative Record

New Hampshire has a long history of electing independent and effective legislators to represent them in Washington. Legendary statesmen like Senators Styles Bridges, Norris Cotton and Warren Rudman served Granite Staters with dedication, cutting through the partisan divides and working across party lines to get things done.

Unfortunately, during Senator Shaheen's six years in the Senate, New Hampshire has taken a sharp departure from that proud tradition. Rather than work across the aisle, Shaheen has loyally toed the party line, voting with President Obama 99 percent of the time. Her list of accomplishments in the Senate is meager. In fact, since coming to Washington, Shaheen has sponsored 67 bills and only one has become law. Her record is one of stunning ineffectiveness - especially since her party controls both the United States Senate and the White House.

Her highly-touted energy efficiency bill went down in flames Monday because of the unwillingness of Shaheen and her fellow liberal Democrats to allow votes on the bipartisan Keystone Pipeline. Despite the mega-project's promise to create immediate good-paying jobs and increase domestic oil production, Shaheen and her allies were more interested in placating the environmental agenda of Tom Steyer, the liberal San Francisco billionaire who has pledged to spend hundreds of millions of dollars attempting to influence this year's elections.

Last year, Shaheen described the energy efficiency measure as her "most defining piece of legislation," even though it was nowhere close to passing. Now it sits on the scrap heap of the United States Senate, having fallen victim to the partisanship and gamesmanship of Senator Shaheen's majority party that controls Washington.

Similarly, the legislation Shaheen touts in her recently released television ad was introduced nearly a year ago, and today has gone nowhere and shows no signs of moving. It was referred to the committee on Health, Education, Labor, and Pensions where it sits today. Even though Senator Shaheen continues to tout the bill, it's not going anywhere anytime soon.

This is what happens when you are a reliable rubberstamp for your party and your agenda: you get nothing done. Senator Shaheen went to Washington promising she would "never hesitate" to disagree with President Obama and said New Hampshire did not need someone directed by "partisan politics." Her pledge falls into the long line of other broken promises we've seen during her time in Washington.

The truth is Senator Shaheen is an Obama Democrat. She is a reliable vote for the President and his partisan agenda. When he needs, she's there, and it's no wonder the President recently called her a "terrific senator."

Shaheen is a backbencher who votes the party line almost all of the time, and contributes to the gridlock and broken nature of Washington.

If we want to change Washington, it starts by changing the people there. Senator Shaheen has had six years to show the people of New Hampshire she can deliver on their behalf, and she's failed. It's time for new leadership, and returning our elected officials in Washington to people who can work with their colleagues to get things done.

Shaheen Has Sponsored 67 Bills Since January 2009 And Only One Has Become Law. (Library of Congress, Accessed 3/28/14)

The One Bill That Became A Law Was Only A Technicality And Not Her Actual Legislation

In March 2013, Shaheen Introduced A Bill To Rename The Nashua Air Traffic Control Center. "Introduced in Senate (03/12/2013) Designates the air route traffic control center located in Nashua, New Hampshire, as the 'Patricia Clark Boston Air Route Traffic Control Center.'" (S.540, Introduced 3/12/13)

To Quickly Pass The Debt Ceiling Legislation, House Leaders Used Shaheen's Dormant Bill, Stripped Out The Original Language, And Replaced It With The Debt Ceiling Language (David Brooks, "How Did Nashua FAA Center's Renaming Become The Debt-Ceiling Bill?" The Telegraph, 2/13/14)

WMUR Reported That House Leaders Were Looking For "A Bill That Really Didn't Matter" To Attach Their Legislation To, So They Picked Shaheen's. "(James Pindell, "What Renaming The Nashua Air Traffic Control Center Has To Do With Raising The National Debt Ceiling," WMUR Political Scoop, 2/11/14)

So Far In The 113th Congress, Shaheen Has Sponsored 34 Bills - One Has Become Law And The Legislation That Became Law Was Not The Legislation She Introduced

In The 112th Congress, Shaheen Sponsored 15 Bills - None Of Which Became Law. (Library Of Congress, Accessed 12/10/13)

Shaheen's Ad Claimed She's Helping To Train High Skilled Workers But The Legislation Shaheen Introduced Has Not Gone Anywhere

Shaheen's Ad Cites An Article Regarding Legislation She Co-Sponsored, The On-The-Job Training Act Of 2013.  ("Bipartisan Bill Promotes Job Training," The Clarion-Ledger, 6/28/13)

The Last Action Was Taken On June 26th, 2013 When It Was Referred To The Committee on Health, Education, Labor, and Pensions. (S. 1227, Introduced 6/26/13)

In April, Shaheen Continued To Tout The Bill As A Way She Has Helped Small Businesses And Makes No Mention Of The Bill Being Included Any Other Legislation.  "She has introduced several bipartisan pieces of legislation to boost growth in manufacturing and export opportunities, including the On-the-Job Training Act that is included in the national  Manufacturing Jobs for America legislative package ..." (Sen. Jeanne Shaheen, "Shaheen Highlights Domestic Manufacturing And Export Opportunities At Cobham Antenna Systems," Press Release 4/4/14)

New Hampshire Republican State Committee Chairman Jennifer Horn released the following statement after the Shaheen-Portman Energy Efficiency Bill failed to pass cloture in the United States Senate:

"Partisan Washington politicians like Jeanne Shaheen are directly responsible for the failure of this legislation because they refused to even consider amendments to approve the bipartisan Keystone XL Pipeline. Senator Shaheen continues to blindly support President Obama 99 percent of the time and side with the special interest groups who are bankrolling her campaign because of her opposition to this commonsense energy project.

"Senator Shaheen has called the Shaheen-Portman Energy Efficiency Bill her "defining" legislation. But after its defeat, Senator Shaheen doesn't have a single legislative accomplishment to run on as she seeks re-election. It's time to end Jeanne Shaheen's failed tenure in the Senate and replace her with a responsible Republican who can get results for New Hampshire."

Jeanne Shaheen Has Called The Failed Shaheen-Portman Energy Efficiency Bill Her "Defining" Legislation: "her signature piece of legislation (in her own words) was derailed this week." (WMUR, 5/9/2014)

In a desperate attempt to distract from her abysmal record, Senator Jeanne Shaheen released an ad today that tries to hide her support for the job-killing Obama-Shaheen policies that have damaged our economy.

"Jeanne Shaheen is desperate to distract from her abysmal economic record and her support for the failed Obama-Shaheen policies that have cost us jobs. As governor, Shaheen tried to destroy small businesses by imposing a disastrous sales tax. As a senator she voted to raise taxes on 2.1 million business owners and cast the deciding vote to impose ObamaCare's reckless tax hikes on job creators," said NHGOP Chairman Jennifer Horn. "New Hampshire job creators know that Senator Shaheen has been a disaster for small business, and they are ready to replace her with a responsible Republican in November."

Shaheen has also received poor ratings throughout career from leading business groups including the National Federation of Independent Business (NFIB), the United States Chamber of Commerce and the Small Business & Entrepreneurship Council.

Shaheen Voted To Raise Taxes On Small Businesses Earning Over $250,000

In July 2012, Shaheen Voted To Increase Taxes On Single Filers Making Over $200,000 And Joint Filers Making Over $250,000. "Passage of the bill that would extend the 2001 and 2003 tax cuts for one year on taxable income of up to $200,000 for single filers or up to $250,000 for joint filers. The bill would set the tax rate for adjusted gross income above $250,000 at 33 percent and for adjusted gross income above $400,000 at 35 percent. It also would expand the child tax credit and extend the college tuition tax credit and the earned income tax credit. It would set tax rates for long-term capital gains and dividends at 20 percent. The bill also would allow a business property deduction of $250,000 and extend the alternative minimum tax provisions for 2012 income." Ernst & Young Determined The Tax Hike Would Impact 2.1 Million Business Owners

A 2012 Ernst & Young Study Determined Would Impact 2.1 Million Business Owners. "Commissioned by a host of pro-business advocacy groups, Ernst & Young conducted this latest study in an effort to predict the long-term economic impact of letting the top rates increase at year's end - and the findings stand in stark contrast to the repeated assurances from Democrats that their proposal would have minimal effect on small business owners. Researchers determined the plan would actually subject 2.1 million business owners to higher rates; specifically, those who pay pass-through taxes, like most partnerships, LLCs and S-Corporations." (J.D. Harrison, "Obama Plan To Lift Top Tax Rates Would Plague Millions Of Small Businesses, Study Warns," The Washington Post, 7/17/12)

The Ernst & Young Predicted The Tax Increase Would Cost The United States An Estimated $200 Billion In Economic Output And 710,000 Jobs. "The result, less capital in the hands of business owners and diminished labor supply, would cost the United States an estimated $200 billion in economic output and 710,000 jobs." (J.D. Harrison, "Obama Plan To Lift Top Tax Rates Would Plague Millions Of Small Businesses, Study Warns," The Washington Post, 7/17/12)

An NFIB Poll Showed 75 Percent Of Small Businesses Pay Taxes At The Individual Rate

According To An NFIB Small Business Poll, 75 Percent Of Small Businesses . . . Must Pay Tax On Their Business Income At The Individual Rate. "According to an NFIB National Small Business Poll, 75 percent of small businesses are structured as pass-through entities (S corporations, limited liability companies, sole proprietorships or partnerships) that must pay tax on their business income at the individual rate.  Most small businesses do not pay the corporate tax." (NFIB, Accessed 8/28/13)

"NFIB Advocates To Keep Tax Rates Low Because Of The Many Operational Challenges Small Business Owners Face. Many small business owners struggle to keep a steady cash flow, which is needed to not only run their business, but also support their families. One in five small businesses has a continuing cash-flow problem, a common challenge among businesses of all sizes." (NFIB, Accessed 8/28/13)

New Hampshire Republican State Committee Chairman Jennifer Horn released the following statement on the retirement of State Senator Jim Rausch (R-Derry):

"We are thankful for Jim Rausch's long history of service to the state of New Hampshire.  We wish him well in his retirement, and congratulate him and his family on the birth of their first grandchild."
