TRADE PROMOTION AUTHORITY - FRANCES B. SMITH

4 KEY POINTS ON TPA
 

The Senate is set to consider Trade Promotion Authority (TPA) this week. CEI trade policy expert Frances B. Smith gives four key points to consider about TPA:
  1. TPA puts Congress in charge.
  2. TPA is not a new concept. Congress has granted the President trade negotiating authority since the time of FDR.
  3. TPA provides ample time for Congressional and public review of the texts of trade agreement.
  4. TPA provides trading partners with assurance that negotiations they undertook and completed in good faith will be acted upon. > Read more

Raisins Takings Case Goes Back to Magna Carta

One of the oddest cases the Supreme Court decided Monday also should have been one of the simplest. As the Chief Justice noted, the principle that property seizure should not happen without just compensation goes back to Magna Carta, which as we’ve noted, celebrated its 800th Anniversary last week.

Reasons to Oppose the Ex-Im Bank, Part 6: Ex-Im's Strange Dual Mandate

One plank of the Export-Import Bank’s mission is to give financing to companies that might not be able to get it from the private sector. But another plank requires Ex-Im to keep its risk in check by only making or backing loans it is confident will be paid back. Both planks sound reasonable on their own, but in practice they contradict each other. This makes it difficult, if not impossible, for Ex-Im to be an effective contributor to the financial system.
