Office of Congresswoman Shea-Porter - Shea-Porter Applauds Passage of the Combat Veterans Debt Elimination Act of 2008

Measure Introduced by Congresswoman Shea-Porter to Protect the Estates of Combat Veterans Passes as Part of the Emergency Supplemental bill

Washington , DC – The Emergency Supplemental spending bill that passed the United States House of Representatives today included a measure introduced by Congresswoman Shea-Porter that prohibits the Veterans Affairs Department from collecting certain debts owed by veterans killed in combat. H.R. 5155, the Combat Veterans Debt Elimination Act, was included as Section 1303 of the domestic spending package in H.R. 2642, the Supplemental Appropriations Act of 2008, which also included increased GI Benefits and an extension of unemployment benefits. The measure passed the House by a vote of 416 – 12 this evening.

The Combat Veterans Debt Elimination Act of 2008 would remedy the current policy that requires the government to recover certain debts owed by the estates of soldiers killed in combat, or who have died as a result of wounds suffered in combat. The bill would explicitly prohibit the Secretary of the Veterans Administration from collecting these debts from any servicemember killed after September 11, 2001.

“There is something terribly wrong when the government seeks money from families whose loved ones have given their lives in service to our country. This is a moral issue and a simple matter of respect,” Shea-Porter said. “I am happy to stand up for these military families, and proud that the House passed this legislation today.”

Rep. Chet Edwards, Chairman of the House Military Construction and Veterans Affairs Appropriations Subcommittee, said, “Congresswoman Shea Porter is a true friend to America’s veterans and her leadership on this issue ensures that our veterans and their families receive the benefits they earned when they put on the uniform.”

The Veterans Administration is supportive of the change. It also requested a provision that allows it to retroactively reimburse debts collected after September 11, 2001.

Last week, Congresswoman Shea-Porter testified before the House Veterans Affairs Committee in support of H.R. 5155. The bill will now be considered by the Senate and then must be signed by the President. Its inclusion in the Emergency Supplemental nearly ensures that the bill will be signed into the law.

Office of Congresswoman Shea-Porter - Rep. Shea-Porter to participate in christening of the USS New Hampshire

On Saturday, Congresswoman Carol Shea-Porter will attend the christening of the newest Virginia-class nuclear attack submarine, SSN-778 NEW HAMPSHIRE, in Groton, CT.

The Virginia-class submarines are the latest generation of attack submarines, capable of launching Tomahawk cruise missiles, torpedoes, and autonomous undersea vehicles from anywhere in the world. The NEW HAMPSHIRE is the newest of this class, and it is equipped with cutting edge sonar systems and specialized accommodations for SEALs teams – the Navy’s elite special operations component.

The designation of SSN-778 as the NEW HAMPSHIRE stems from a letter writing campaign undertaken by third-grade students from Garrison Elementary School in Dover. (Click here to see article.)

Cheryl McGuinness of Portsmouth will christen the submarine. Her husband Tom was a pilot of American Airlines Flight 11 on September 11, 2001. Mrs. McGuiness will give brief remarks at the event. Congresswoman Shea-Porter and Congressman Joe Courtney (D-CT) will speak at the ceremony and will be available for press following the formal events.

In addition to hosting the formal commissioning ceremony, Portsmouth Naval Shipyard is also scheduled to perform the first maintenance work on NEW HAMPSHIRE in 2014, but will accept the first in class, SSN-774 USS VIRGINIA, in October 2010 at a new waterfront support facility to be built with funding secured in part by Shea-Porter.

In October, the Navy is expected to officially declare NEW HAMPSHIRE operational at its commissioning ceremony at Portsmouth Naval Shipyard , when it will officially earn the designation of United States Ship (USS).

Saturday’s christening ceremony continues a long Navy tradition stemming from the 1797 christening of USS Constitution in Boston. The event marks the formal transfer of the vessel to the Navy from the builders, Electric Boat and Northrop Grumman Ship Systems.

America is a country of strong families and strongvalues. My life’s been blessed by both.

 

I was raised by a single mom and my grandparents. We didn’t have much money, but they taught me values straight from the Kansas heartland where they grew up. Accountability and self-reliance. Love of country. Working hard without making excuses. Treating your neighbor as you’d like to be treated. It’s what guided me as I worked myway up – taking jobs and loans to make it through college.

It’s what led me to pass up Wall Street jobs and go to Chicago instead , helping neighborhoods devastated when steel plants closed.

That’s why I passed laws moving people from welfare to work, cut taxes for working families and extended health care for wounded troops who’d been neglected.

I approved this message because I’ll never forget those values, and if I have the honor of taking the oath of office as President, it will be with a deep and abiding faith in the country I love.
