AFPNH - You Deserve a Vote on Tax Increases 


First, tomorrow the House Ways & Means Committee will hold a hearing on CACR 1, the so-called Super Majority Legislation. CACR 1 isa proposed Constitutional Amendment that would require a 3/5 majority vote, a.k.a. a Super Majority, of the legislature to increase any tax or fee. 

 

CACR 1 was introduced by Representative Jordan Ulery (Hillsborough 37). Representative Ulery introduced the same legislation last year, known as CACR 6, but the bill failed to get the 3/5 vote in the House required to move forward.

 

We support CACR 1 because it makes it more difficult for taxes or fees to be increased. You can read more about it HERE.

 

Second, members of the legislature in Concord have introduced numerous pieces of legislation aimed at increasing you taxes.  You can use these links to read more about our opposition to efforts to increases taxes on Beer and Gasoline.

AFPNH - Deadline Extended: Nominate the Next Conservative of the Year! 


First, you can still submit your nomination for our Conservative of the Year award! Due to the overwhelming number of responses received last week, we are holding open voting on who should be the AFP Foundation NH Conservative of the Year. Please send your nomination ASAP to Joy. You can also post your nomination on our Facebook page.

Second, this week the House and Senate are continuing their legislative work. Some of the issues you may want to follow include: a proposed increase in the tax on beer and making changes to the State’s Research and Development Tax Credit. We will monitor these issues as well.

AFPNH - Who Should Be Conservative Of the Year? 



First, this week the House and Senate are holding hearings into the state’s next biennial budget. You can read more about it
HERE. In addition, the Legislature is likely to take up other important measures this session including the minimum wage, a possible repeal of the education tax credit passed last session and the state’s privacy laws. You can click HERE and HERE to learn more about some of these issues.

 

Second, as suspected, the continued implementation of President Obama’s healthcare law may lead to less hiring. CLICK HERE to read more.

Finally, we want your thoughts on who should be honored as AFP-NH’s Conservative of the Year. As you may recall, the previous two recipients have been Ovide Lamontagne and Senator Kelly Ayotte. Our annual awards dinner is regarded as the can't-miss policy event in the state. AFPNH - What are the legislature's priorities? 


First, the NH General Court will begin their 2013-2014 Legislative Session in January. In preparation for the session, members submit Legislative Service Requests (LSR) indicating bills they wish to be considered. State Rep. Jeanine Notter from Merrimack has supported our call to move the due date of property tax bills closer to town meetings and submitted an LSR to make the change.

In addition, State Rep. Peter Sullivan has submitted a bill that would establish a 1% personal income tax and State Senator Martha Fuller Clark has filed a bill to restore the UNH funding that was cut by the legislature last year.

 

Second, the cap-and-trade program known as RGGI continues to flounder. At the latest RGGI auction held last week, only about half the permits available were sold. You can read more about it HERE.

 

Third, we want to draw your attention to the efforts of two individuals working to educate NH residents on the increase in local school budgets – Gary Krupp from Merrimack and Mike McClurken from Durham. You can click on their names to learn more.

AFPNH - Let’s lower property taxes


First, as you know, at AFP-NH we are committed to finding ways to lower taxes, remove burdensome regulations and make government smaller and more accountable to the people. 

Most if not all NH property owners have either just paid or are preparing to pay their semi-annual property tax bill for the year.  We believe we could make local government more accountable by moving this property tax due date from December to March. This change would make the due date coincide with town meetings and would encourage a fair and productive exchange about the amount of property taxes needed to support local spending for the year.

 

Second, many other important issues impacting NH taxpayers will come before the legislature and the Governor-elect in the coming year. Among them will be the state budget and how to finance the new spending the Governor-elect and House would like. The options on the table could include gambling, a state income tax, as well as selling the naming rights to bridges and overpasses to raise revenues. We will continue to keep you posted as these options progress.

 

Third, Northern Pass officials are expected to have an announcement soon regarding a new route for their power-line project. You can read more about it HERE.

 

Fourth, the state Supreme Court will hear the Local Government Center’s appeal regarding the restructuring of its HealthTrust and Property-Liability Trust risk pool programs. You can read the latest HERE
