Sunacom.com - Rep. Cunningham calls SB450 a "garbage can"

New Hampshire Representative Steven Cunningham writes in his May 8, 2010 column on Sunacom.com,

"What else to call Senate Bill 450 than a "garbage can." ... everything good or bad has been attached to this bill as an amendment at the last minute." "The state stops sending revenue money to the counties and towns that normally share it. Now the county charges the towns for the missing money and the towns raise property taxes for both. Who pays?"

Sunacom - Senator Odell Writes that Gov's Plan Shifts Costs from State to Towns and Cities

In his column on Sunacom.com today, State Senator Bob Odell writes:

"[The New Hampshire Municipal Association] points out in its weekly legislative bulletin that the Governor’s newest idea "would lead to an overall decrease of 14 percent" in state aid to school districts and municipalities with nearly all of it coming from the towns and cities."
"One could call it cost shifting that will force towns and cities to reduce spending or increase property taxes. Or, one could say this is an early indicator of a change in the financial relationship between state and local government."

"A key member of the Senate majority leadership gave me a "heads up" on a proposal to help the towns, cities and school districts by going after $70 to $100 million of excess money in the reserve accounts of the Local Government Center and its insurance affiliates, and send back to the communities."

Senator Odell is Chairman of  the Ways and Means Committee, and member of the Energy, Environment and Economic Development Committee;  Finance Committee; Citizens Trade Policy Commission; State Park System Advisory Council; and Comprehensive Cancer Plan Oversight Board.
