CONGRESSIONAL CANDIDATES BEARSE & PARENT CALL FOR FELLOW REPUBLICANS TO "FIGHT WRONG"

STAND UP FOR WHAT IS RIGHT

1st District Candidates for Congress, Peter Bearse and Rick Parent, were wrongfully excluded from the first actual debate of the campaign last night in Derry, sponsored by the Derry Republican Town Committee (RTC). Only fellow candidate Frank Guinta recognized the exclusion as wrong and said so, publicly, in his opening remarks. Other candidates and Republicans tried to rationalize or ignore the wrong. These included the Moderator, Fergus Cullen. When Bearse called on him to “poll the assembled” to “let the audience vote: Would they like to hear a broader range of views?” Cullen refused. Earlier in the day, one of State GOP Chairman John Sununu’s staff had told Bearse that the Chairman was opposed to such exclusions. Among other considerations, the behavior of the Derry RTC was “contrary to the Party’s By-Laws.”

Where exclusion of candidates is allowed, the public-at-large is the largest loser for not hearing fresh and alternative views such as those Bearse and Parent would have brought to the debate. Among these would have been questions not asked as well as those asked but not well or completely answers. The major question not asked was: “What’s the most basic problem to be faced in the next Congress?” Bearse would answer: “Congress is broke and only We the People can fix it.”

Responses from the included candidates can be characterized as “same -old/same old.” No questions were allowed from the audience. The latter indicates the highly scripted superficiality of the so-called “debate.” For another key question in this historic election year, when Americans are waking up like a sleeping giant seeking to “take back” their government, is: “What would you do as a Congressman to involve the public in finding solutions to the problems that we must solve as a nation?” Clearly, neither the event’s organizers nor the “top 4” candidates give a damn for public participation, even in helping to ask the right questions. By a contrast shut out by the excluders, Bearse is the only candidate to take the question seriously, as shown in his “10 pt. Program to Empower People.” Parent concurs, bringing his own unique experience with people to bear.

The silence of the other candidates on the wrong done is deafening, and indicative of what we can expect from them if they are elected to Congress. For the overwhelming pressure on new Members is to go-along/get-along”(GA/GA). If you can’t recognize and fight against this by honoring Republican values-in-action in your own back yard, how would you face up to the GA/GA pressures of Washington? This question answers itself. NH Republicans need to recall the biblical line “Are we like sheep”, from Handel’s Messiah.

Bearse For Congress - Rep. Shea Porter on "Economic Opportunities 

BUREAUCRACY and ENTREPRENEURSHIP ARE LIKE OIL and WATER: A Note on Rep. Shea-Porter's "Government Economic Opportunities" Forum

Rep. Carol Shea-Porter has hardly an inkling of what it takes to generate real economic opportunities that lead to creation of businesses and jobs. If not already evident, this was made so by the dog-and-pony show of bureaucrats on parade at her "Government Economic Opportunities Forum" yesterday at UNH in Manchester. The show was dominated by representatives of federal agencies who specialize in letting contracts to business. They were there to talk about "How to market to the federal government." Two exceptions were provided by Mark Galvin, Managing Director of New Hampshire's Innovation Commercialization Center and Wally Fries, representing SBA's SCORE [Service Corps of Retired Executives] program in NH [Wally, by the way is also a long-time, highly respected Town Meeting Moderator in Danville].

Mind you, the battle to get federal agencies to devote 15-23% of their outsourcing budgets to small business was well worth fighting. Otherwise, business access to federal contracts would be 100% dominated by big business. Even so, far less than 15-25% goes to small businesses as prime contractors. Most small businesses who get a piece of the federal action need to do so as sub-contractors to the big boys.

The real point here is the cluelessness of our NH CD 1 Rep. on what it takes to generate enterprise and jobs -- a cluelessness revealed both by her opening remarks and her behavior. Apart from an occasional, now conventional bow to small businesses as the major source of job creation, Rep. Shea-Porter seems unaware of recent research that shows that a certain portion of the small business universe -- small, new and early-stage companies -- create the lion's share [64%] of net new jobs. Besides start-up and working capital, time is the #1 most precious resource of entrepreneurs founding fledgling enterprises. Who has the time to fill out the multitude of forms and jump the hurdles required to nail down federal contracts?

As for behavior, Rep. Shea-Porter revealed the federal, Washington, "command and control" focus of her and her party's approach to business development when she tried to bar this writer's partipation in her event, saying: "The rules are the rules; you were told to register in advance" -- even though two-dozen seats remained empty as she spoke. The lesson here: Scratch a go-along/get-along, Pelosi-enslaved Democrat and what do you find: A tight_____ bureaucrat.

The other lesson here? -- bureaucracy and entrepreneurship are like oil and water; they don't mix.

BEARSE WILL NOT SUPPORT GOP “PARTY LINE” ON THE ECONOMY

Peter Bearse, the only Doctor of Economics fighting for the chance to defeat Rep. Carol Shea-Porter in New Hampshire’s 1st Congressional District [NH CD1], says:

“GOP positions on taxes and the economy amount to little more than political pandering. If my Republican opponents have their way, our nation may be unable to sustain a campaign for victory in Afghanistan. Our economy also may not be able to take advantage of a major source of job creation.”

Two big questions on the economy are now front and center. One is whether the Bush tax cuts, due soon to expire, should be renewed. The other is: What strategy for economic revival and job creation do we need to replace Obama’s failed “stimulus”? The Republican Party answers both with a single chant: “Cut taxes.” This is irresponsible. The country is at war. Bush II was roundly criticized for not asking for our nation to sacrifice for the sake of victory in Iraq. Iraq war expenditures were handled off-budget. Tax reductions were put in place rather than tax increases. We repeated the mistake of Lyndon Johnson in Vietnam -- pretending that the nation could afford “guns and butter” at the same time. Will we repeat it again in Afghanistan and so also put Pakistan at risk? A vote on renewal of the Bush tax cuts should be viewed as a vote on the war in Afghanistan.

A blanket “Cut taxes” is also no response to a jobless recovery and the threat of national bankruptcy. The situation we now face is not comparable to that of the early ‘80’s when Reagan’s tax cuts were initiated to stimulate the economy. Entrepreneurship and innovation are now the prime drivers of economic development worldwide.

Bearse remarked:
“My opponents have a glimmer of what’s called for when they also chant ’small business’, but it’s only a glimmer. They seem unaware of data on the sources of job creation. Studies show that it’s new and early stage enterprises that provide most job creation. 64% of net new jobs arise from enterprises no more than 5 years old. And so a workable strategy for job creation must focus on promotion of entrepreneurship -- the focus of my business and professional life for almost 30 years.”

Thus, Dr. Bearse is releasing today a strategy for “Economic Revival and Job Creation.” [see attached]. None of the other seven contestants for the Republican nomination in NH CD1 offers a program or strategy to answer the crying needs in this #1 area of concern. As copycats of a national, know-nothing GOP approach that promises economic stagnation, they also reveal themselves to be the same sort of go-along/get along, party-line politicians that have lost in the past.

Dr. Bearse believes that GOP efforts to renew the Bush tax cuts should not be supported. Instead, his strategy recommends a tax credit incentive for investors to provide “patient money” investments in start-ups and early-stage enterprises. Note that his “Pledge to Constituents” [see www.peterbearseforcongress.com] includes a promise to vote the way a majority of voters in the district would like him to vote. Thus, if a majority in NH CD1 favor continuation of the tax cuts, he would vote for them.

Bearse For Congress - A HIGHER LEVEL OF SERVICE TO CONSTITUENTS

For the money we taxpayers are paying out each year here in the 1st Congressional District [NH CD 1] to support Rep. Carol Shea-Porter and her Congressional office operations -- nearly $2 million dollars -- taxpayers deserve much higher returns in the way of service than they are getting. For what they mainly receive are self-congratulatory newsletters and/or infrequent “townhall” meetings that amount to electioneering at taxpayers’ expense. NH CD 1 needs a higher level of service to constituents. What kinds of services do constituents most need, and what sort of program would provide them?

A 10 Pt. PROGRAM for serving the citizens of NH CD 1 better would include:

1.  INFORMATION: More and better information to better inform people on the issues of their most heartfelt concerns -- information that folks can really use. For “knowledge is power.” E.G. “Insider” knowledge provided by Congressional Committee reports, Government Accounting Office (GAO) and other research on issues, plus performance accountability measures through which voters can hold their Representative truly accountable. Do you know how your Congress-woman spends her time and your money? No. You should, but the numbers are difficult to find and she doesn’t report them.

2.  MEETINGS:        Not only Townhall-type meetings, but Issue Forums, Teach-ins, De-bates & Issue Committees. For a better model of townhall meetings, see www.peterbearseforcongress2010.com. It’s not enough to just listen. Voters need to be better informed for their voices to be more influential in Washington.  

3.  ASSISTANCE:   Two more constituent service centers are needed in the Northern part of the District. These should be engaged in constant, active outreach to identify needs for help -- not wait for people to come in the doors.

4.  CITIZENS’ COMMITTEES: To advise the Member of Congress on issues such as health care, economic issues, criminal justice, global warming & climate change, and immigration.

5.  CAMPAIGN FINANCE REFORM: To reform the “reform” which has failed. To credit the value of people’s time over big money. Up with people.

6.  MOBILIZATION: To help citizens organize, mount demonstrations, make calls and do e-mailing. To help build and revitalize local party committees. Michelle Bachman: Move Over!

7.  INTERVENTION: With other Congressmen via targeted constituent communications, especially to members of Congressional committees.

8.  TAPPING CONSTITUENTS’ KNOWLEDGE & WISDOM: By way of Citizens’ Committees and systematic application of social networking and collaboration software. Any sizable set of voters comprising a cross section of the great American majority contains at least as much knowledge and common sense as the House of Representatives. Only by relying on people’s knowledge and common sense can we negate the influence of lobbyists, who get their feet in Members’ office doors by claiming they can provide valuable information.  

9.  REPRESENTATION: A Rep. should vote on the issues in Congress as majorities of his constituents would like him to, not vote his personal opinions.

10.LEADERSHIP:        On issues of the economy, entrepreneurship & innovation where this aspiring Member’s background and experience can truly help lead the way. More generally: Leadership a la the Reagan legacy -- to fight to move power and money out of Washington right down to the local level where people can make a difference and see the difference they make!

This amounts to a program to empower constituents so that they are better prepared to “take back” what should be theirs -- their politics and their government from those who have taken them over -- the political careerists, pro’s, consultants, lobbyists, big money and big media. The thrust also amounts to a reversal of focus for a Congressman -- from a Washington bloated by power and money to a down-home District full of real people in real places with real problems.

Any candidate who does not supply a strategy and a program to accomplish the above goals -- to empower people and reverse focus from D.C. to down home -- is not worthy of voters’ support.

BEARSE FILES TO EMPOWER OTHERS TO MAKE A DIFFERENCE

Dr. Peter Bearse filed today in the Office of the Secretary of State to be a candidate for the Republican nomination to Congress in the 1st Congressional District.

Bearse said that his prime reason for running was to better represent and empower citizens to “make a real difference” on  the issues of their most heartfelt concern. “A broad cross section of the American public is coming into its own -- waking up from a long political sleep. The sleeping giant is stirring, seeking to take our government back. An activist Rep. is needed to help folks secure the American Dream in a dangerous, uncertain world. A truly representative Rep. will vote how a majority of citizens in his District want him to vote, not his personal opinions.”

“The prime area where citizens need to be heard is the crisis of our economy,” Bearse remarked. “The federal government has been accomplice to the crime of robbing the great American majority of jobs, incomes, savings, homes, assets and dreams. A top down approach to economic recovery stands revealed as a formula for jobless stagnation. The bottom-up approach I have demonstrated in the U.S. and 15 countries worldwide is what is needed to generate entrepreneurship, innovation, new enterprise formation and job creation.”

“Power to the People” has become the cry of this historic election year. People finally recognize that “Congress is broke and only “We the People” can fix it.” Bearse is the only candidate with a strategy and a program for the fixin’ so that we can begin to create a People’s House rather than continue to support the best Congress money can buy.

As for the win-ability of his race, Bearse is confident because:

> The incumbent showed that a political activist could win with a low-budget, grassroots campaign could win; and

> Voters are no longer fooled by the same-old/same-old, go-along/get-along types that dominate Congress. They are more likely than ever to vote for candidates who commit to raise hell and shake up the dinosaur of an institution that Congress has become.
